In accordance with the PATENT AND COPYRIGHT POLICIES, all applications, source code, and web sites ("Projects") are owned by the Reich College of Education and/or Appalachian State University unless otherwise specified before work has begun. Copyrighting a Project to a person or department that falls under the above policy is forbidden unless Appalachian State University has released rights to that person or persons. Work performed by the RCOE Technology Resources and Services Group may or may not fall under these guidelines and will be determined, with a written license agreement, at time of consultation.

Electonic Signatures

As of fall 2004, the Technology Resources and Services group, in association with the Reich College of Education, has begun using digital signatures for legal payroll documents. The university attorney has provided documents from the North Carolina Secretary of State on the use of digital signatures for electronic commerce in state government.
